I attend Georgia Tech and last semester I took a class called Internetwork Security. We had a private network setup in a room with multiple web, ftp, mail, and file sharing servers, routers, and workstations. In the lab we learned about rootkits, man in the middle attacks, denial of service attacks, rookits, buffer overflows, wireless network hacking, and botnets. Not only that, we also discussed defense against these attacks, honeypots, and encryption. So this type of thing going on at universities in California seems pretty normal to me...
